The Estuary Partnership assists the San Francisco Regional Water Quality Control Board by providing staff support for the Alameda County Public Works Agency and their Flood Control & Water Conservation District to review and provide comments on environmental documents, and to develop draft permits and Clean Water Act Section 401 state water quality certifications involving stream and wetland alterations and routine flood control maintenance activities within the District’s jurisdiction.
