Judy Kelly, Director, manages overall program direction and SFEP staff. Her career in water and resource management spans 25 years and includes assisting various state and U.S. Territory coastal programs for NOAA in Washington, D.C., working to set Bay-Delta water quality standards while at the U.S. EPA Region 9, and helping to develop a regional monitoring program for the S.F. Regional Water Quality Control Board. While at EPA, she was also involved in the early development of the San Francisco Estuary Project. In Sacramento, she was Deputy Director for the CALFED Bay-Delta program and also appointed to serve as a Bay Conservation and Development Commissioner from 1995 to 1999. She has worked at a private water company, a non-profit organization, and a major financial services corporation. She graduated from U.C. Elina Coulter, Grants Administrator Assistant, assists in financial management for the Estuary Partnership, including budgeting, financial analysis, and grant, contract, and subcontract development and administration. She has over twelve years of experience as an analyst of the components of organizational compliance with federal grant requirements, and has worked for the Corporation for National and Community Service, Greenpeace Action and the Environmental Policy Center. Janet Cox, Senior Communications Officer, leads the Bay Area-wide Trash Capture Demonstration Project, funded with federal stimulus funds; and works on planning program communications for the S.F. Bay Regional Water Quality Control Board and the State Water Resources Control Board, under a contract funded by the State Water Board. Previously she developed public participation/education programs for Bay Area municipalities working on water pollution prevention; edited the natural history magazine of the California Academy of Sciences, and was elected to office in Massachusetts. Debbi Egter van Wisserkerke, Communications Specialist, has over 20 years' experience working in communications and administration for ABAG. She manages conferences and erosion control workshops, designs publications, and coordinates education and outreach to the general public. Athena Honore, Communications Officer, manages urban pesticides and PCBs projects. Before that, Athena managed pollution prevention campaigns at Save The Bay, including trash, pharmaceuticals, and beach water quality. She has also run political campaigns and edited technical books. Jennifer Krebs, Principal Environmental Planner, leads the Green Infill - Clean Stormwater and Estuary 2100 projects. Jennifer also contributes to ABAG's Hazardous Waste Planning Program and Projections/Research Group. She helped design and implement the EcoWise Certified Program, JARPA, the Bay Area Dioxins Project, and the Bay Area Green Business Program. She was a hazmat specialist and taught physical geography. Karen McDowell, Environmental Planner, leads aquatic invasive species issues, manages a boater/sewage education program, and coordinates the State of the Estuary Conference and the CALFED Science Conference. She serves on regional, state, and federal invasive species task forces. She also coordinated a ballast water outreach program for California Sea Grant. Karen has a B.A. in Biology from U.C. James Muller, Environmental Planner, leads a dynamic clean boater and outreach program funded by a Clean Vessel Act grant from the California Department of Boating and Waterways. James has a Bachelor's of Science in Biology from Radford University and is expecting to receive his Master's of Science in Environmental Management in 2011 from the University of San Francisco. Lisa Owens Viani, Public Outreach Coordinator, handles media relations, publication production, publicity, and outreach. Prior to working at the Estuary Partnership, she worked for San Francisco Bay Keeper, Pacific Institute, Urban Creeks Council, California Academy of Sciences, and as a freelance writer/editor for numerous publications, including CALFED's on-line science journal, San Francisco Estuary and Watershed Science. She holds a B.A. in Technical and Professional Writing with a Biology minor from San Francisco State University and an M.A. in Geography and Environmental Studies. Paula Trigueros, Contract Manager, provides financial management for SFEP including budgeting, financial analysis, and grant, contract, and subcontract development and administration. Margarete (Maggie) Beth is an Environmental Specialist at the S.F. Regional Water Quality Control Board, under a contract funded by the Santa Clara Valley Water District. Maggie reviews permit applications and stream and wetland impacts and prepares permit conditions for SCVWD projects. Xavier Fernandez is an Environmental Specialist for the S.F. Regional Water Quality Control Board under a contract funded by the S.F. Public Utilities Commission. Xavier reviews environmental documents and prepares 401 Water Quality Certifications and other materials for SFPUC's Water System Improvement Program. He also manages SFEP's erosion control program. He has a B.S. in Environmental Science from Dominican College of San Rafael and an M.S. in Environmental Management from the University of San Francisco. Ben Livsey is an Environmental Specialist for the S.F. Regional Water Quality Control Board, developing a Stream and Wetland Systems Protection Policy. Previously, he provided water quality and GIS support and assessed fish passage barriers in Southern California streams for a consulting firm. Leslie Perry, Environmental Specialist at the S.F. Regional Water Quality Control Board, works under a contract funded by the Alameda County Flood Control &Water Conservation District. She reviews and issues permits for 401 Water Quality Certification on Alameda County projects. Leslie previously served as Data Manager for the SWAMP program at the Water Board. Jeremiah Puget is an Environmental Specialist for the North Coast Regional Water Quality Control Board, under a contract funded by Caltrans. He currently works on 401 Water Quality Certifications for Caltrans projects. Before joining SFEP, he worked as a Project Manager/ Environmental Scientist for a consulting firm, focusing on soil, groundwater, and surface water quality assessments. Brendan Thompson, Environmental Specialist, works as the point person for state wetland fill and stormwater permitting issues for Caltrans projects. Prior to that, he was a student intern and a Phase II Municipal Stormwater Program Coordinator at the S.F. Regional Water Quality Control Board.
